This home was built in 1895. The Waters family lived here from 1889 to 1893: H. T., M. D., Alice and Jessie. The Winsey family occupied this home from 1896 to 1898: William F., principal of the Third Ward school and later a teacher there and Charles J., a reporter for the Appleton Post. Clara Scherck, a domestic, also lived there at that time. In 1923 the owner, William Kools, built a garage for $200.
